县级建设工程监督机构存在的问题及对策研究

摘要:

随着我国经济的快速发展和城镇化进程的加快，建设工程施工项目数量快速增长，建设工程项目监督服务需求激增。然而，在新形势下县级建设工程监督机构出现了部分共性问题，对建设工程项目质量和安全监督管理产生了影响。本文从县级建设工程监督机构在人员配置、经费保障、技能水平、监督技术手段和法律风险等方面存在的问题逐一进行了分析探讨，得到县级建设工程监督机构需积极争取相关上级单位的理解和支持，优先保障监督机构的人员和资金，加强监督队伍技能培训和监督信息化技术手段建设，出台完善提前介入质量和安全监督的相关制度措施等。

Abstract:

With the rapid development of China's economy and the acceleration of urbanization, the number of construction projects is growing rapidly, and the demand for construction project supervision services is surging. However, under the new situation county-level construction engineering supervision agencies generally appear part of the common problems, which have an impact on the quality and safety supervision of construction engineering projects. This paper analyzes and discusses one by one the problems of county-level construction project supervision agencies in terms of staffing, financial security, skill level, supervision technology means and legal risks, etc., and obtains that the county-level construction project supervision agencies need to actively strive for the understanding and support of the relevant higher-level units, prioritize the protection of the personnel and funds of the supervision agencies, strengthen the supervision team's skill training and supervision of the construction of information technology means, and introduce the perfect Early intervention in the quality and safety supervision of the relevant systems and measures.
