片区开发建设是一项系统复杂、涉及面广、任务量重、不确定性较大的系统工程,工期往往难以把握。本文以上海临港新片区某项目(以下简称“本项目”)为例,基于项目总控模式,全面分析片区开发建设特点,建立优先级评分矩阵,对片区开发建设时序进行统筹策划,为建设总体目标的实现提供强大的信息支撑,取得了良好的效果,为后续大体量片区开发时序策划提供一定参考价值。

Abstract:

The development and construction of a district is a systematic project with complex systems, wide coverage, heavy tasks and high uncertainty. The construction period is often difficult to grasp. This paper takes a certain project in the Shanghai Lingang New Area (hereinafter referred to as "this project") as an example. Based on the overall control mode of the project, it comprehensively analyzes the characteristics of the development and construction of the area, establishes a priority scoring matrix, and makes overall planning for the sequence of the development and construction of the area, providing strong information support for the realization of the overall construction goal and achieving good results. It provides certain reference value for the subsequent timing planning of large-scale area development.
