Abstract:The project general control management model is applicable to regional overall development and complex project cluster management. However, regional development projects usually have the characteristics of diverse business types, large scale, and complex specialties. It is difficult for a single general control unit to meet the requirements. Therefore, most regional development projects adopt the "design general control + construction general control + investment general control" three major general control management service model. However, this model has problems such as unclear responsibilities, information islands, and difficult comprehensive coordination. This article decomposes the general control work, identifies the responsible subjects, and constructs a project general control responsibility matrix to achieve institutionalized control and further improve the efficiency of project cluster management.
