    摘要:项目总控管理模式适用于区域整体开发及复杂项目群管理,但区域开发项目通常具有业态多、体量大、专业复杂等特点,一家总控单位很难满足要求,因此多数区域开发项目均采取“设计总控+施工总控+投资总控”的三大总控管理服务模式,然而这种模式存在着职责不清、信息孤岛、综合协调困难等问题。文章通过对总控工作进行分解,识别责任主体,构建了项目总控责任矩阵,实现制度化管控,进一步提高项目群管理效率。

    Abstract:

    The project general control management model is applicable to regional overall development and complex project cluster management. However, regional development projects usually have the characteristics of diverse business types, large scale, and complex specialties. It is difficult for a single general control unit to meet the requirements. Therefore, most regional development projects adopt the "design general control + construction general control + investment general control" three major general control management service model. However, this model has problems such as unclear responsibilities, information islands, and difficult comprehensive coordination. This article decomposes the general control work, identifies the responsible subjects, and constructs a project general control responsibility matrix to achieve institutionalized control and further improve the efficiency of project cluster management.
