    本文以邢台大沙河综合治理工程为案例,针对征地协调难、合规性风险高、国债资金监管压力大等实际问题,探索全过程咨询(项目管理+造价咨询)模式下的风险管理方法。通过案例研究法,采用“风险管控专班”和"进度-资金双链耦合算法"创新管理机制,建立风险清单、优化工作流程、强化部门协同等举措,使得项目资金支付效率提升30%,纠纷解决周期缩短50%,有效规避项目风险,加快施工进度,为同类工程项目管理提供参考。

    Abstract:

    This study investigates risk management methodologies within the whole-process engineering consulting framework (integrating project management and cost consulting) through a case study of the Xingtai Dasha River Comprehensive Improvement Project. Focusing on persistent challenges such as difficulties in land acquisition coordination, high compliance risks, and stringent supervision of national bond funds, this research employs a case study approach to explore innovative management mechanisms—including the establishment of a specialized risk control team and a dual-chain coupling algorithm for progress and fund monitoring. By implementing risk inventories, optimizing workflows, and enhancing interdepartmental collaboration, the project achieved a 30% improvement in fund disbursement efficiency and a 50% reduction in dispute resolution time. These measures effectively mitigated project risks, accelerated construction progress, and offer valuable insights for risk management in similar engineering projects.
