水利工程永久用地报批工作是项目建设的重要前置环节，其顺利推进对工程整体进度意义重大。本文以广东省某项目为研究对象，深入剖析其在永久用地报批过程中遇到的各类问题，包含林地审核、社保审核、跨区域协调、政策变更等方面，并提出了一系列具有针对性的解决对策。通过研究可为其他类似水利工程永久用地报批工作提供实践指导与经验借鉴，推动水利工程建设的高效开展。

The approval work of permanent land for water conservancy projects is an important pre-project construction link, and its smooth progress is of great significance to the overall progress of the project. Taking a project in Guangdong Province as the research object, this paper deeply analyzes various problems encountered in the approval process of permanent land, including forest land examination and approval, social security examination and approval, cross-regional coordination, policy changes, etc., and proposes a series of targeted solutions. Through this research, practical guidance and experience reference can be provided for the approval work of permanent land for other similar water conservancy projects, and the efficient development of water conservancy project construction can be promoted.
